Golden Buckeye Prescription Program Annual Report

Dear Members of the Ohio General Assembly:

I am pleased to present the third Annual Report of the Golden Buckeye Prescription Drug Savings Programs. The report illustrates program performance from October 1, 2005 to September 30, 2006 and details accomplishments of the three components of the prescription savings program. These include: the standard Golden Buckeye discount for individuals regardless of income, the means-tested Special Assistance Program and the Medicare-approved Prescription Drug Program.

Thanks to your support of the enabling legislation and your concern for the wellbeing of Ohio's senior citizens and people with disabilities, the Golden Buckeye Prescription Drug Savings Program saved $10.3 million in its third year of operation. This figure includes the savings achieved through the program's Special Assistance Program, available to eligible cardholders.

Each month during 2006, the Golden Buckeye program mailed an average of 11,000 free cards to Ohioans near their 60th birthdays (as determined by Ohio Bureau of Motor Vehicles). Today, more than 2.5 million Ohioans have received the familiar Golden Buckeye card and can use it to save at more than 20,000 merchants as well as for the prescription drug benefit.

Recent legislation effective July 1, 2007, will merge Ohio's two prescription discount card programs, Golden Buckeye Rx and Ohio's Best Rx, to bring better savings and efficiencies to participants of both programs. The Golden Buckeye Rx discount program will become part of Ohio's Best Rx prescription discount program and will be administered by the Department of Aging.
